I decided on a circular diorama base, and to put typical construction objects with in it to surround my excavator. It includes cones, wire fence with alpha'd signs, dirt pile, bricks, metal bar and broken walls.
Each of the objects is modular so it can be reused and placed anywhere, and so each has a separate set of UV's and textures. They all have diffuse textures, varying from 1024 x 1024 for the larger pieces like the base and dirt pile, to 512 x 512 for the rest with one exception that is 256 x 256 so that my diorama is as efficient as it can be. The diorama base also has a normal map as to make the ground look slightly more detailed.

The one thing I would change is the dirt pile. I would make it part of the diorama base mesh instead of a separate mesh, as the transition from the dirt pile texture to the diorama base is too drastic and noticeable because of their separate UV space.
